Oracle has temporarily put hold on "the 19.18 DB and GI Release Update patches for Linux.X64 has been put on hold as of 6pm PST 24-Jan-2023" due to bug, 35001966 mentioned in the below note.
Please watch for the Oracle update before you plan to apply the patch.
